PRIME ACHIEVEMENT RECORDS
Governance & Independence
Governance principles for responsible administration, evidence handling, review and recognition decisions.
Purpose of governance
Governance provides the framework through which recognition information is administered consistently, responsibly and with appropriate accountability.
Governance principles
- Defined responsibility: administrative actions should have an accountable owner.
- Evidence-conscious decisions: important recognition decisions should consider the evidence appropriate to the claim.
- Conflict awareness: relevant conflicts should be disclosed and managed where applicable.
- Auditability: significant administrative changes should be traceable.
- Correction: errors should have a controlled path for review and correction.
- Transparency: public statements should accurately describe the nature and scope of PAR recognition.
Independence
Recognition should not be presented as automatically guaranteed by payment, sponsorship, advertising or another commercial relationship. Editorial recognition and commercial services should remain clearly distinguishable.
Institutional status
PAR recognition should not be described as government accreditation, statutory certification or professional licensure unless such status has been separately and expressly established.
